RADIOLOGICAL,RELEASES
The CHP has been designated as the responding agency for all radiological spills. If there is a
release or a suspected release of a radiological nature District 10 Hazardous Material Manager
must be notified for resolution.
BIOLOGICAL WASTE (REGULATED MEDICAL WASTE)
When we are called to respond to a biological hazard release, special precautions must be taken,
as well as Emergency Response Contractors must be called. Observe current practice in
handling this type of material as any other hazardous material/waste spill. When a bag(s) of
biological waste is broken open, never come in contact or within breathing of the dust or
residues. If the bag is still sealed, it must never be opened. Notify District 10 Hazardous
Material Manager immediately of any unknown substance.
First Responder Awareness and First Responder Operations level response must be in
compliance with Maintenance Manual Chapter D-5 Appendix E.
HIGHWAY SPILL WASTE DISPOSAL
It is District 10 policy not to treat recovered highway spill hazardous waste at any maintenance
station or property owned by Caltrans. Transportation of hazardous material/waste when an
Emergency Response Contractor is utilized will be directly from the spill site to an approved
storage or disposal site.
When a Caltrans crew mitigates a highway spill, the recovered hazardous material/waste can be
taken to the nearest Caltrans maintenance facility for later disposal. The Caltrans cleanup crew
leader is responsible to ensure that the recovered hazardous material/waste is properly labeled,
transported and stored at the nearest Caltrans maintenance facility, pending final disposition.
Caltrans has been issued a variance by California Environmental Protection Agency, Department
of Toxic Substance Control, authorizing Caltrans to transport 5-85 gallon drums of spill
material/waste in one truck. A copy of the variance will be in every Caltrans vehicle that will
haul any material/waste from the spill site to the nearest Caltrans maintenance facility.
_However, to stay within our pen-nit requirements, a completed traveling manifest as listed in
Appendix F must accompany the waste during transit from the spill site to the Caltrans
maintenance facility. The ultimate disposition shall be accomplished in a timely manner and
coordinated through the District 10 Hazardous Material Manager.
10
