MAINTENANCE HAZARDOUS WASTE MANUAL <br />Chapter 4 <br />Page 47 <br />4.00 Business Plan Requirement <br />The California Health and Safety Code (Chapter 6.95) requires businesses that handle <br />reportable quantities of hazardous materials to establish business plans relating to releases or <br />threatened releases of material. Caltrans is a "business" within the definitions of the Code. <br />The business plan must contain a hazardous materials inventory that includes the location, type, <br />quantity, and health risks of materials on site. This requirement applies if the total materials <br />stored on site at any time are equal to or greater than "inventory reporting thresholds" set by <br />law. Each of these items is defined below: <br />A. Liquids - 55 gallons <br />B. Solids — 500 pounds <br />C. Gases — 200 cubic feet or more (measured at standard pressure and temperature) <br />D. Any extremely hazardous material regardless of quantity <br />This business plan must be made available to the local Certified Unified Program Agency / <br />Administrative Agencies (CUPA), Fire Departments, Health Officials, and Regulatory Agencies <br />upon request. There must be a copy on site. The business plan must be reviewed annually and <br />updated every two years; or when there is any change in emergency contact personnel, storage <br />location, types and/or quantity of material stored. <br />The business plan must contain the following information: <br />A. Facility business name and address. <br />B. Listing of chemical names and common names of all hazardous substances that meet the <br />criteria requirements. <br />C. Categories of waste, including general composition and concentrations. <br />D. The maximum amount of each hazardous material handled at one time and the average <br />daily amounts stored. <br />E. Locations of materials. <br />F. Standard Identification Classification Code (SIC) assigned to the business. <br />G. Name and phone number of primary business representative to assist emergency <br />personnel during non -business hours. Name and phone number of secondary emergency <br />contact person. <br />H. Plot plan that indicates facility layout and locations of materials stored. <br />July 2018 <br />
