MAINTENANCE HAZARDOUS WASTE MANUAL <br />Chapter 4 <br />Page 48 <br />Depending on the size of the District and the DHM's workload, the DHM may assist the <br />Regional Management or facility manager with guidance for the completion and/or updating of <br />the facility business plan. Supervisors will notify the DHM (or designated person) when there is <br />any change in type of material handled or stored, or a change in the facility's emergency contact <br />personnel. Supervisors must review with their crews any changes in the business plan <br />information. <br />The California Accidental Release Prevention (CaIARP) program's objective is to prevent <br />accidental releases to ambient air of those regulated substances (RS) determined to potentially <br />pose the greatest risk of immediate harm to the public and the environment. The planning <br />activities required by the program are intended to minimize the possibility of an accidental <br />release by encouraging engineering and administrative controls. <br />It is further intended to mitigate the effects of an accidental release, by requiring owners or <br />operators of facilities to develop and implement an accident prevention program. Subsequently, <br />the owner or operator may be required to develop and submit a risk management plan (RMP) to <br />the administering agency. <br />The CaIARP program encompasses both the federal "Risk Management Program ", established <br />in the Code of Federal Regulations, Title 40, Part 68, and the State of California program, in <br />accordance with the California Health and Safety Code, Chapter 6.95, Article 2. <br />4.01 FPPP Plan <br />A Facility Pollution Prevention Plan (FPPP) describes the Activities conducted at a facility <br />and the BMP's to be implemented to reduce or eliminate the discharge of pollutants in storm <br />water runoff from the facility. Generic FPPP elements can be used for activities performed at <br />more than one maintenance facility; however, each site must be evaluated separately and <br />provided with appropriate site specific BMP's. Facilities that are subject to the FPPP's can be <br />Maintenance Stations/Yards, Material Storage Facilities and Equipment Shops. <br />If you have any question as to your facility that may be subject to this program plan, contact <br />your District Storm water Coordinator. <br />July 2018 <br />
