B St., Stockton <br />Program: HW <br />SUMMARY OF VIOLATIONS <br />CLASS I, CLASS II, or MINOR -Notice to Comply) <br />ROUTINE HAZARDOUS WASTE GENERATOR INSPECTION <br />Class II violations: (18, 20, 60, 61, 62, 79, 83) <br />18. Two 55 gallon black steel drums of used absorbent were observed with accumulation start dates of <br />March 11, 2011. A 55 gallon black steel drum of oily debris was observed with an accumulation start <br />date of March 1, 2011. A 5 gallon bucket of lead dust waste was observed with an accumulation start <br />date of March 15, 2011. Facilities who generate 1000 kg or more of hazardous waste per month and or <br />exceed 6000 kg of waste stored on site at any time may not store waste on site for longer than 90 days. <br />Immediately contact a licensed hazardous waste hauler to dispose of this waste under manifest and <br />submit a copy of the manifest to the EHD by July 29, 2011. REPEAT VIOLATION <br />20. A 35 gallon white poly drum of used antifreeze was observed labeled only with the contents. Two 55 <br />gallon black steel drums of used absorbent, the 220 gallon portable used oil container, and two 5 gallon <br />buckets of lead dust waste were observed with no hazardous property listed. A third 5 gallon bucket of <br />lead dust waste was observed with no hazardous property of physical state listed. All hazardous waste <br />containers shall be marked with the following information: <br />1. the words "Hazardous Waste" <br />2. name and address of generator <br />3. hazardous properties (flammable, corrosive, reactive, toxic) <br />4. physical state (liquid, solid) <br />5. composition (contents) <br />6. accumulation start date <br />Immediately label these containers and ensure that all containers are marked with all the required <br />information. Since it cannot be determined how long the used antifreeze has been on site, immediately <br />contact a licensed hazardous waste hauler to dispose of this waste under manifest and submit a copy of <br />the manifest to the EHD by July 29, 2011. REPEAT VIOLATION <br />60, 61, & 62. Manifest numbers 004907707JJK (7/9/09), 002071315SKS (7/22/09), 002090198SKS <br />(8/17/09), 002108268SKS (9/14/09), 004907825JJK (10/13/09), 000272309CEX (10/15/09), <br />000328049CEX (11/12/09), 000295900CEX (12/9/09), and 004907900JJK (12/21/09) were not found on <br />site. Hazardous waste generators shall retain copies of all manifests for three years or until a copy <br />signed off by the destination facility is received. The signed off copy shall be retained and made readily <br />available for review for three years.
