y FEE-16-2010(TUE) 16:50 P.002f004 <br />0 is <br />Williams Tank Lines <br />1477 Tillie Lewis Drive <br />Stockton, CA 95206 <br />On January 20, 2010, Williams Tank Dines (Williams) was determined to be a "Large <br />Generator" of hazardous waste and required to comply with CCR 66265.192. <br />Currently Williams operates a 1,000 gallon double wall UL 142 certified waste oil tank <br />located west of the shop and next to the exterior wall of the shop building. The tank is <br />securely mounted on concrete and protected by a permanent building over hang. The <br />waste oil collection and transfer system consists of oil collection drains in the <br />maintenance pits, pneumatic transfer lines and the 1,000 gallon double wall UL 142 <br />certified waste oil tank. The current configuration has ridged steel piping with a hard <br />connection to the 1,000 gallon double wall UL 142 certified waste oil tank. The collected <br />oil products from the pit containment tanks are pneumatically transferred through a <br />closed system and oil products are stored in the 1,000 gallon double wall UL 142 <br />certified waste oil tank. The 1,000 gallon double wall UL 142 certified waste oil tank is <br />evacuated, when close to full, by a DTSC registered waste oil transporter company, <br />George W. Lowry, Inc. <br />III <br />• Nj ! • r a <br />Williams proposes to remove their fixed 1,000 gallon double wall UL 142 certified waste <br />oil tank and replace it with a portable 270 gallon IBC tote system. The 1,000 gallon <br />double wall UL 142 certified waste oil tank will be triple rinsed and moved from its <br />location. The 1,000 gallon double wall UL 142 certified waste oil tank will become a new <br />oil tank for relocation to another site and will not be used for the storage and <br />containment of hazardous oil product waste. <br />The portable twin IBC tote waste oil system will consist of two 270 gallon IBC totes <br />securely located on a containment IBC tank spill pallet with approximately 700 gallons <br />of containment capacity. The IBC totes are constructed of materials that are compatible <br />for waste oil products. The IBC totes will be installed on the spill pallet and located in <br />the same space that the 1,000 gallon double wall UL 142 certified waste oil tank was <br />located. The IBC totes are properly labeled, portable, visible and can be moved or <br />replaced if needed. The connection from the pneumatic transfer system will be through <br />a quick connect fitting at the exterior wall outlet and no permanent connection to the <br />system will be allowed. <br />
