( a <br /> PURPOSE <br /> The Contingency and Emergency Procedures Plan is required as <br /> part of the standards for owners and operators of hazardous <br /> waste treatment, storage, and disposal facilities (T/S/D <br /> facilities) under the following regulations: <br /> 1. California Department of Health Services (DOHS) <br /> 2. Resource Conservation and Recovery Act (RCRA) 40 CFR <br /> Part 265, Subpart D, Sections 265.50-.56 <br /> With proper operation and inspection of facilities handling <br /> hazardous waste and prompt correction of problems revealed <br /> during inspection, the likelihood of sudden or nonsudden <br /> releases endangering human health or the environment is greatly <br /> reduced or eliminated. Should releases occur or conditions <br /> indicate the possibility of a release, it is necessary to <br /> have equipment available and procedures in effect- to minimize <br /> the impact of unplanned discharges. <br /> �1 The purpose of this plan is to provide procedures for a co- <br /> ordinated response to spills, accidental discharges, fires, <br /> and/or explosions at hazardous waste storage and -treatment <br /> facility in the McCormick and Baxter plant that could threaten <br /> human health or the environment. -It is also *the purpose of <br /> this plan to outline methods by which hazardous incidents <br /> will be reported, outline the responsibilities of .the emergency <br /> coordinator .during an emergency, describea.g. reemehts with <br /> local authorities for emergency response; and list emergency <br /> equipment at the facility. <br /> The Contingency Plan and Emergency Procedures is presented <br /> in six sections: <br /> Contingency Plan and Emergency Procedures .General <br /> Spill Contingency Plan <br /> Emergency Procedures <br /> Specific Procedures for Spills <br /> Specific Procedures for Fires <br /> SPCC Plan <br /> X-1 <br />
