Upon arrival at the assembly area, personnel will be <br /> given specific instructions by the Emergency Coordina- <br /> tor or designated on-call coordinators. Personnel will <br /> not evacuate the site until directed to do so by the <br /> Emergency Coordinator. <br /> 4. When directed by the Emergency Coordinator to evacuate <br /> the site, personnel will use their own vehicles (win- <br /> dows closed, air conditioner/heater off, vents closed) <br /> and proceed as directed by emergency team personnel to <br /> the proper evacuation route or the main gate, if avail- <br /> able. <br /> Access and Traffic Routing for Emergency,._Response <br /> During an emergency, roadblocks --and traffic coordination are <br /> performed by plant emergency personnel, eliminating conges- <br /> tion in' the crisis area and allowing:•fl-ow' of 'evacuated .per- <br /> sonnel and emergency personnel and equipment to. and from the <br /> crisis area. Roadways through the facility- provide suffi- <br /> cient aisle space for movement of personnel and emergency <br /> equipment. <br /> Authority <br /> The facility Emergency Coordinator for McCormick and Baxter <br /> will also perform the duties of the Emergency Coordinator <br /> regarding the requirements of 40 CFR Part 264 Subpart D. <br /> The Emergency Coordinator has been delegated complete <br /> authority to utilize whatever on-site or off-site resources <br /> are necessary to fully implement the Contingency Plan to <br /> respond to emergencies. <br /> X-8 <br />
