2. All cleanup personnel handling wastes and/or engaged in <br /> the actual cleanup labor are to wear rubber boots and <br /> disposable gloves to prevent contamination of clothing <br /> or skin. <br /> 3. It is extremely important that any spill fluid must be <br /> prevented from reaching storm drains, sewers, drainage <br /> ditches, or any other place where water is flowing. <br /> The crew is to exercise every available option open to <br /> them to contain the spill which includes temporary <br /> diking or diversions. In addition, ' the crew should <br /> anticipate and prevent water from flowing into the con- <br /> taminated area from sources such as nearby sprinkler <br /> systems and/or street gutter runoff. <br /> Every reasonable effort should be made to stop or <br /> retard the flow of wastes, and contain that which has <br /> been discharged, using manpower, equipment, and <br /> materials onsite or immediately available. * Secure the , <br /> area so that members of the public do not come in con- <br /> tact with the spilled fluid. <br /> 4. If the spill does reach flowing water, storm sewers, or <br /> any inaccessible. area, the first .employee to the spill <br /> area will initiate notification procedures immediate <br /> and also initiate measures to prevent any a itional, . <br /> 49 spill material from reaching waters or lands. <br /> If the spill occurs on private property, notify the <br /> appropriate department in the main office, <br /> 5. Barricades should be. placed as required around the- con- <br /> taminated area to prevent pedestrians aiid vehicles from <br /> entering until the spill material is cleaned up and <br /> removed. <br /> 6. In some cases, an oil absorptive material may be a use- <br /> ful cleanup tool. If used, it should be spread on the <br /> contaminated area, and should be left in-place. .for at <br /> least one-hour, or as long as necessary, to ensure that <br /> all available PCB fluids have been absorbed. <br /> 7. After the spilled fluids have been absorbed, the <br /> absorptive material along .with. -any contaminated soils <br /> be placed in the containers provided for that specific <br /> disposal purpose., If conditions are such that pene- <br /> tration cannot be determined, then at least 15 cm of <br /> soil depth should be removed. <br /> 6. All surfaces exposed to the spilled fluid should be <br /> decontaminated with swabs containing an approved sol- <br /> vent. <br /> X-16 <br />
