II. On-Site- Spill Prevention and Counter Measure Plan <br /> A. Chemical Tanks <br /> Spills will be contained by dikes, walls, or storage in empty <br /> tanks or concrete basements relying on gravity drainage or <br /> portable pumps. <br /> 1. Tank Farm <br /> (eight tanks; 721,000 gallons) <br /> a. Spill Prevention Plan <br /> Install a 10-inch to 18-inch high masonry block wall <br /> around tank area (see exhibit 1) to prevent spread of <br /> minor spills. <br /> b. Counter Measure Plan <br /> 1. Absorb minor spills and shovel into empty barrels; <br /> transport to Class 1 disposal site. <br /> 2. Drain damaged tank through 3-inch common inlet pipe <br /> to underground 14,000 gal. loading pit and pump to: <br /> a. Empty or partially full chemical tank. <br /> b. "Reuping" tanks over treatment retorts (2 each <br /> at 30,000 gallons) <br /> 3. Use portable pumps to transfer ponded chemicals with- <br /> in walled area to unloading pit or empty tanks if <br /> drain lines or unloading pit pumps inoperable. <br /> 4. Drain ponded chemicals within walled area by gravity <br /> flow through pipe trough to basement under boiler <br /> room (48,000 gallon capacity) and pump to: <br /> a. Oil skimmers through dual submersible sump pumps <br /> in basement (recovered oil to storage tank, re- <br /> mainder to oily waste storage pond) . <br /> b. 2-30,000 gallon "Reaping" tanks by vacuum. <br /> c.- Empty storage tanks with portable pumps. <br /> 5. Catastrophic spill will flow overland to track pit <br /> (360, 000 gallon capacity) . <br /> X-26 <br />
