(209) 368-9381 FAX (209) 367-1163 <br />July 28, 2008 <br />Subject: Used Waste Oil Tank Assessment Investigation and Inspection <br />Serial No. 550370 UL Approved <br />To Whom It May Concern, <br />At the request of the owner, a site inspection was conducted on July 10, 2008 of the Fuel and Oil Storage <br />Facility (FOSF) owned and operated by Panella Trucking, located a 5000 E. Fremont street, Stockton <br />California. The sole purpose of this site visit was to determine if the FOSF is suitable for the storage and <br />dispensing of used waste oil generated by Panella Trucking. The inspection was conducted by William <br />Little of Advanced GeoEnviroment, Inc. of Stockton and Ervin Rifenburg of Foothill Engineering of <br />Lodi California, the author of this report. <br />Description of the Facility <br />The 2000 gallon Waste Oil tank is located inside a concrete block wall containment along with four <br />other fuel tanks of various sizes. The Waste Oil tank is constructed of 3/8" steel plate and has a diameter <br />of 72" and is 114" high. The tank is standing vertically on a <br />2.5" concrete sill above the concrete containment floor. The <br />exposed containment floor indicates that the concrete floor <br />is a minimum of 6" thick. The containment wall is <br />constructed of 8" precast concrete block that is 24" high and <br />the cells are filled with grout. <br />Condition of Facilitv Tanks and Containment <br />All of the tanks and piping in the facility were in very good <br />condition. No tank or piping leakage was observed. The <br />valves and pumps were in very good condition with no leaks <br />or corrosion observed. There is evidence that any spills have <br />been cleaned up and the containment floor is free of any <br />waste oil or fuel. The Waste Oil tank was found void of the <br />proper seismic anchorage. Piping and tanks have been <br />painted and the coatings are in very good condition. <br />The block wall secondary containment is in very good <br />condition. No cracks or voids were found in the wall. All <br />impediments in the concrete block wall have been sealed <br />with a suitable sealant to prevent leakage.
