You must protect partially buried and bunkered tanks from corrosion by <br />coatings or cathodic protection compatible with local soil conditions. <br />No partially buried metallic tanks are present at Swift; therefore, this section is not applicable. <br />14.6 Aboveground Tank Periodic Integrity Testing <br />112.8(c)(6): Test or inspect each aboveground container for integrity on a regular schedule and whenever you make <br />material repairs. You must determine, in accordance with industry standards, the appropriate qualifications for <br />personnel performing tests and inspections, the frequency and type of testing and inspections, which take into account <br />container size, configuration, and design (such as containers that are: shop -built, field -erected, skid -mounted, elevated, <br />equipped with a liner, double -walled, or partially buried). Examples of these integrity tests include, but are not limited to: <br />visual inspection, hydrostatic testing, radiographic testing, ultrasonic testing, acoustic emissions testing, or other systems <br />of non-destructive testing. You must keep comparison records and you must also inspect the container's supports and <br />foundations. In addition, you must frequently inspect the outside of the container for signs of deterioration, discharges, <br />or accumulation of oil inside diked areas. Records of inspections and tests kept under usual and customary business <br />practices satisfy the recordkeeping requirements of this paragraph. <br />Integrity Testing <br />Although 40 CPR 112.8(c)(6) requires integrity testing for each aboveground storage container, the <br />U.S. PPA, March 2004 industry settlement, established exceptions to the regulation. These rules <br />direct the engineer to recommend integrity testing based on industry standards. For the type of <br />tanks at the Swift terminal, STI SP001 industry standard applies. This industry standard sets <br />integrity testing requirements based on AST type, size, installation, corrosion rate, and <br />previous inspection history to develop a schedule of applicable types of inspections for each AST. <br />Visual Inspections and In#eigrity Testing <br />As summarized in Table 7-1, the oil containers included in this SPCC Plan are subject to monthly <br />and annual visual inspections using the Inspection Checklist in Appendix D. Completion of the <br />monthly inspections must be tracked and records kept by the service manager. <br />The split used oil and new oil AST is classified as a Category 1 system that is less than <br />5,000 gallons. In accordance with Table 5.4 of STI 5P001, periodic (monthly and annual) <br />visual inspections are the only type of integrity testing required for the facilities ASTs that are less <br />than 5,000 gallons. <br />The three, 10,000 -gallon bulk diesel ASTs are classified as a Category I system that is greater than <br />5,000 gallons. In accordance with Table 5.5 of STI SP001, a formal external inspection by a <br />certified STI inspector is required every 20 years. In addition, periodic (monthly and annual) <br />visual inspections are required for these three ASTs. <br />14-3 <br />
