Spill Prevention, Control, and Countermeasure Plan
Swilt Transportation, Inc. — Lathrop, California
ENSAFE Section 14.' Bulk Storage Tanks/SL-condary Containment
February 2016
All inspections conducted are required to be documented and records maintained onsite for
three (3) years. Formal inspections by an ST! inspector should be maintained for the life of the
tank.
Example inspection forms In Appendix D provide checklists that can be used during a
typical visual inspection of a shop -fabricated AST. The f=undamental components of the
inspection are as follows:
• Structural integrity • Secondary containment
• Attached piping • Security
Section 10.2.4 of STI SP001 stipulates that if the formal external inspection of the ASTs determines
that structural repairs are needed, a follow-up external inspection of every five years will be
required.
Section 10.4 of STI SPOO1 requires that an AST be taken out of service if a leak is found. The AST
must then be repaired or replaced as required. If the AST has been exposed to a fire or
other means that could cause possible damage, it must be Inspected by a certified inspector for
serviceability and leaks prior to being put into service. Consult with the AST manufacturer prior to
making any alterations or repairs. of leaks to an AST.
Required Integrity Testing for Fvture ASTs and Requirements for Installation,.
Material Repair, and Recommissioning
For any new shop -fabricated ASTs that may be installed in the future, Swift should obtain
certification of integrity testing from the manufacturer or installer prior to placing the AST into
service. Likewise, if there is a material (significant) repair of any AST, the integrity of the AST must
be tested by an appropriate method before the AST is returned to service.
1.4.7 Control of Leakage through internal Heating Coils
112.8(c)(7); You must control leakage through defective internal heating coils by monitoring the steam return and
exhaust lines for contamination From internal heating coils that discharge into an open watercourse, or pass the
steam return or exhaust lines through a settling tank, skimmer, or other separation or retention system.
Swift does not have oil -storage containers equipped with internal heating coils; therefore,
this requirement is not applicable.
14-4
