Records available do not indicate hazardous waste training has been conducted for every <br /> employee in the last year. Facility personnel shall complete a training program that teaches them to <br /> perform their duties in a way that ensures the facility's compliance with Title 22 regulations and shall be <br /> directed by a person trained in hazardous waste management. The training program shall be completed <br /> by each employee within six months of hire, prior to unsupervised work, and shall be reviewed annually. <br /> Immediately conduct all required hazardous waste training for this facility and ensure that all employees <br /> are given this training as required. Submit proof of this training to the EHD by October 13, 2012. <br /> 117. The training records on site were incomplete. They did not include a training program, a <br /> description of initial training to be given to new hires, or job descriptions for every position listed. <br /> Training records shall be maintained on site until closure of the facility and shall include: <br /> - name &job title of each employee <br /> - written description for each job title listed, including requisite skill, education, qualifications & duties <br /> - description of training to be given to each position, upon hire and annually <br /> - records that training was completed for each employee <br /> Immediately update the training records to include all of the required information. Submit a copy of the <br /> updated training records to the EHD by October 13, 2012. <br /> Complete and submit a copy of the Return to Compliance Certification to the EHD by October 13, 2012 <br /> along with a statement documenting the corrective actions that have been or will be taken for each <br /> violation and any supporting paperwork. <br /> Note: (corrected on site) Three 55 gallon drums of used oil filters were observed in an open hazardous <br /> waste storage container without closed lids. Used oil filters must be stored in a closed, rainproof <br /> container, labeled as "drained used oil filters," and marked with an accumulation start date.
