W <br />3) waste oil is generated from the maintenance of <br />forklifts at the repair area behind the can plant. <br />Evergreen Environmental picks up this waste for <br />recycling. <br />III. VIOLATIONS: <br />The following violations were noted during the inspection: <br />1. Two drums of solvent were stored in containers without <br />labels. <br />2. Personnel involved in pouring hazardous waste into <br />containers did not have immediate access to an internal <br />alarm or communication device. <br />3. Waste oil was stored in a container without a label. <br />4. A drum labeled as hazardous waste did not have the date <br />of accumulation on it. <br />5. The contingency plan lacked current telephone numbers <br />including the State Office of Emergency Services. <br />6. The list of emergency equipment indicated in the <br />contingency plan did not include a brief outline of its <br />capabilities. <br />7. Personnel training in hazardous waste management <br />procedures was inadequate. <br />8. A copy of the 1990 biennial report could not be <br />located. <br />VIII. OBSERVATIONS: <br />Pam Violett and -I arrived at Pacific Coast Producers at <br />approximately 11:40 a.m. We identified ourselves at the <br />front desk and requested to speak to Ted Meyers. We were <br />introduced to an individual who identified himself as Ted <br />Meyers. we introduced ourselves to Mr. Meyers and <br />explained the purpose of our inspection. I asked Mr. <br />Meyers for permission to conduct the inspection. Mr. <br />Meyers threw his arms up in the air and replied, "Yeah, I <br />don't care." <br />Mr. Meyers began the inspection at the enamel coating area <br />inside the can plant. A waste solvent is generated at this <br />location when the enamel is changed. Mr. Meyers then led <br />us inside the Explosion Proof mixing Room. This room is <br />used for hazardous material and hazardous waste storage. <br />3 <br />
