IX. <br />c: <br />The doors automatically close once you are inside the room. <br />In this room, I observed one 55 -gallon drum and one <br />60 -gallon drum of what Mr. Meyers identified as hazardous <br />waste. Neither drum had hazardous waste labels. Inside <br />this room, there was no internal communications or alarm <br />system capable of providing immediate emergency instruction <br />(voice or signal) to facility personnel outside the room. <br />Next, Mr. Meyers took us to the Press Department. At this <br />location, the ends of the cans are attached to the <br />cylinders with an adhesive material. <br />Mr. Meyers then led us to the Assembly Department. This is <br />where a solvent waste stream is generated from cleaning the <br />machines and from cleaning the chains in the chain <br />filtration system. <br />We then proceeded to the forklift repair area. Here I <br />observed a drum that Mr. Meyers identified as waste oil. <br />This drum did not have a hazardous waste label. This <br />violation was corrected on the spot. <br />Mr. Meyers led us to another hazardous waste storage area <br />adjacent to the forklift repair shop. I observed one 55 - <br />gallon drum labeled as hazardous waste that did not have an <br />accumulation date. <br />Ms. Violett and I returned to Mr. Meyers office to review <br />hazardous waste manifests, contingency plans, employee <br />training records, etc. <br />Ms. Violett determined a total of 15.5 tons of hazardous <br />waste was manifested off site in 1990 and 18.45 tons in <br />1991. 1 reviewed Pacific Coast Producers contingency plan. <br />When asked, Mr. Meyers could not find a copy of the <br />biennial report that should have been submitted for 1990. <br />Mr. Meyers was not sure if one had ever been submitted. <br />.DISCUSSION WITH MANAGEMENT: <br />After the inspection, Mr. Meyers was asked if <br />questions. He stated he did not.
