C The EC shall: after receiving notification of a significant emergency: <br />1. Immediately activate the following alarm/warning systems: <br />(a) Plant alarm: Plant horn & PA system notificaitons <br />2. Notif-v the local administering agency (San Joaquin County Public <br />Health Services: 209-468-3400) if a release or threatened release <br />situation exists or if evacuation of surrounding locations is advisable. <br />3. Notify the State Office of Emergency Services (1-800-852-7550) in <br />the above situation. <br />e <br />Notify the National Response Center (1-800-424-8802), if applicabl' <br />(based on.a release in excess of 100 pounds or the RQ for the <br />material — listed at 40 CFR §355). <br />5. In all such notifications, the responsible person shall provide the <br />following information: <br />(a) Name and telephone number ot reporter; <br />(b) Name and address of facility; <br />(c) Time and type of incident; <br />(d) Name and quantity of material(s) involved; <br />(e) Extent of injuries, if any; and <br />(f) Possible hazards to human health or the environment. <br />6. Determine the necessity of use of facility personnel specially trained <br />to cleanup large spills (personnel designated and trained as emergency <br />responders) or the need to notify and await off-site responders. <br />7. Notify off-site responders per 2 through -4, above. <br />8. Assist off-site responders upon arrival at the facility.* <br />9. Submit a report to DTSC within 15 days of the incident. <br />12 <br />
