Concurrently, Scott Company employee Tony Fontana was the <br /> onsite technician performing the annual monitoring certification on the system. (Attachment <br /> 1) During the course of the inspection, it was noticed that the Ronan waste oil tank panel <br /> was in alarm. According to Mr. Fontana, the panel was in alarm upon his arrival. Prior to <br /> my arrival Mr. Fontana had replaced the annual sensor thinking that it had malfunctioned. <br /> However, the new sensor also produced an alarm. I asked Mr. Fontana if there was liquid in <br /> the tank. Mr. Fontana proceeded to stick the tank and found approximately 8 inches of <br /> liquid that did not appear to be waste oil. Mr. Fontana also told me that the annular space <br /> contained liquid. Mr. Fontana said that he would pump the liquid from the annular space <br /> out before he left. <br /> I spoke with the manager on site, Mr. Curtis Johnson. I asked him how long the waste oil <br /> tank had been in alarm. Mr. Johnson said the panel did not go into alarm until after Scott <br /> Co. began their work on it. I asked Mr. Johnson if the waste oil tank was being used. He <br /> said he didn't use it but that the people from Secor check on it once in a while. Mr. Johnson <br /> indicated that Secor may be using the tank. I informed Mr. Johnson that Scott Co. was <br /> going to pump the annular space dry and that if the Ronan panel went into alarm again that <br /> he needed to notify Environmental Health Department(EHD). <br /> I wrote my inspection report and left a copy with Mr. Johnson.
