r - <br /> w <br /> r <br /> April 9,2002 <br /> Received a permit application to remove 1-waste oil tank. (Attachment 3) <br /> April 11,2002 <br /> Spoke to Clint Harms of Secor. I asked him if Secor was using or checking on the waste oil <br /> tank at this address. He said that he used to be the monitoring well sampler at this site and <br /> that he did not even know there was a waste oil tank there. Mr. Harms said he would check <br /> with the current technician to see if they are doing anything with it. As far as Mr. Harms <br /> knew all Arco purge water was transported to West Sacramento. <br /> April 15,2002 <br /> Received a voicemail from Clint Harms. He said that he had asked all of his technicians if <br /> they had used the waste oil tank and that they said, "no." He didn't know why the Arco <br /> manager would say that Secor had anything to do with the waste oil tank. <br /> April 16,2002 <br /> Approved permit with conditions to remove 1-waste oil tank. (Attachment 4) <br /> April 16,2002 <br /> I spoke to Bill McCarthy with Scott Co. I asked him what happened to the liquid that was in <br /> the annular space.-He-told me that the technician pumped the liquid from the annular into <br /> the primary. He said he only did it that way because there was already liquid in the primary. <br /> July 26,2002 <br /> Received a fax from O'Melveny&Meyers LLP regarding this tank removal. The fax stated <br /> that construction was to occur on July 30,2002. (Attachment 5) <br /> I sent a fax to O'Melveny & Meyers LLP, stating that the approved contractor to perform <br /> this work had not contacted me to arrange the removal appointment and that 48 hour notice <br /> was required for all appointments.(Attachment 6) <br /> August 2,2002 <br /> Ray von Flue, EHS and Kasey Foley, Lead Senior REHS, witnessed the removal of the <br /> waste oil tank(Attachment 7). During that removal several hazardous waste violations were <br /> noted with a Notice to Comply report (Attachment 8) subsequently mailed (on August 27, <br /> 2002) to the facility and to BP West Coast Products LLC Environmental Compliance <br /> Department. <br /> Page 2 of 5 <br />
