f ' <br /> H 7arcl��inl tinas <br /> Ray von Flue found the following during one container of unknown oily liquid in a white <br /> plastic approximate 30 gallon container did not have a lid or label. Two 55-gallon drums of <br /> apparent"rinsate"were unlabelled at the time of the tank removal but were later labeled and <br /> hauled under a hazardous waste manifest. One black 55 gallon drum had a hazardous waste <br /> label with no information on it. One 55 gallon drum had a label with the following on it: <br /> "Waste Material. The contents of this container have not been classified and must be <br /> managed as a hazardous waste until classified. Laboratory tests are currently being <br /> performed." The proper hazardous waste label information is missing from this label. The <br /> following information needs to be on all containers of hazardous waste the moment waste is <br /> placed in the container: The accumulation start date, the words "Hazardous Waste", the <br /> composition of the waste, the physical state of the waste, the hazardous properties of the <br /> waste, the name of the generator, the address of the generator. Photos were taken of all the <br /> drums(Attachment 9). <br /> April 4,2002 <br /> I performed a hazardous waste inspection of the facility and issued a Notice to Comply <br /> (Attachment 10)on that date that included hazardous waste label violations. <br /> August 2,2002 <br /> I sent a courtesy.letter to the facility reminding them to submit their Certification of Return <br /> to Compliance (Attachment 11). I asked Ray to see if the violations from my April 4, 2002 <br /> routine hazardous waste generator inspection (Attachment 10) 'had been corrected. Ray <br /> confirmed (with photos) that the drums onsite were not the same drums I cited in my April <br /> 4, 2002,Notice to Comply. <br /> August 19,2002 <br /> I received a Certification of Return to Compliance signed by Curtis Johnson, station <br /> manager,that all violations had been corrected(Attachment 12). <br /> August 27,2002 <br /> Ray mailed Notice to Comply to facility and BP. <br /> II.
