Both USTs are <br />each part of a two-compartment tank. <br />On August 27, 2009, Mr. Garrett Backus, Senior Registered Environmental Health <br />Specialist (REHS), San Joaquin County Environmental Health Department (EHD), <br />performed a routine underground storage tank system inspection (Attachment 1) and <br />witnessed the annual monitoring system certification, leak detector testing, and spill <br />container testing. The 87 -octane leak detector failed when tested, the 87 -octane piping <br />sump sensor failed to shut down the turbine pump, and a line tightness test was not <br />performed. The annual line tightness test requirement is satisfied if the monitoring <br />system for all product piping other than that contained in the under dispenser <br />containment (UDC) is fail safe, and shuts down the pump when a leak is detected. <br />During a review of the facility's documents, Mr. Backus found that current financial <br />responsibility documents were not on file with the EHD, and a report for the secondary <br />containment testing performed on December 23, 2008, was never submitted, and was <br />not on file at the facility. The May and June 2009 designated operator monthly <br />inspection reports and employee training records by the designated operator were not <br />found on site.
