<br />Country Club Food and Fuel Mini Mart is a gasoline dispensing facility with an
<br />underground storage tank (UST) system consisting of a 9,000 -gallon UST that stores 87 -
<br />octane gasoline and a 3,000 -gallon UST that stores 91 -octane gasoline. Both USTs are
<br />each part of a two-compartment tank.
<br />On August 27, 2009, Mr. Garrett Backus, Senior Registered Environmental Health
<br />Specialist (REHS), San Joaquin County Environmental Health Department (EHD),
<br />performed a routine underground storage tank system inspection (Attachment 1) and
<br />witnessed the annual monitoring system certification, leak detector testing, and spill
<br />container testing. The 87 -octane leak detector failed when tested, the 87 -octane piping
<br />sump sensor failed to shut down the turbine pump, and a line tightness test was not
<br />performed. The annual line tightness test requirement is satisfied if the monitoring
<br />system for all product piping other than that contained in the under dispenser
<br />containment (UDC) is fail safe, and shuts down the pump when a leak is detected.
<br />During a review of the facility's documents, Mr. Backus found that current financial
<br />responsibility documents were not on file with the EHD, and a report for the secondary
<br />containment testing performed on December 23, 2008, was never submitted, and was
<br />not on file at the facility. The May and June 2009 designated operator monthly
<br />inspection reports and employee training records by the designated operator were not
<br />found on site. The monitoring system certification test report, due within 30 days of
<br />testing, was submitted on November 2, 2009.
<br />On September 3, 2009, a permit application, SR0058260, was submitted to replace the
<br />87 -octane leak detector and Mr. Backus approved the permit the following day
<br />(Attachment 2).
