Lodi, CA 95240 <br />Program: UST <br />SUMMARY OF VIOLATIONS <br />CLASS I, CLASS 11, or MINOR -Notice to Comply) <br />On site to conduct routine inspection and witness the annual monitoring system certification. <br />Violations: 7, 9, 11, 17, 19, 21. Repeat Violations: 23c, 24. <br />#7 Maintenance records for Q1 91 PLLD shutdown alarm on 6-4-10, Q2 87#2(East tank) PLLD <br />shutdown alarms on 9-4-09 and 8-20-09, Q3 87#1 (West tank) PLLD shutdown alarm on 10-2-09 were <br />not available for review and were not found on site. These records shall be kept on site for at least 3 <br />years. Immediately locate and maintain the maintenance records for these alarms on site and submit <br />copies to the EHD by 8-26-10. <br />#9 The spill containers in the fill sumps of the 87 west and east tanks are not completely assembled due <br />to missing pieces and were not tested during today's inspection. The underground storage tank system <br />shall be operated to prevent unauthorized release, including spills and overfills. Correct immediately by <br />providing a 48 hour test notice for these spill containers. If the test is not completed by the end of the <br />month, spill container testing will be considered late. The re -inspection for the 87 spill containers is <br />billable at the current hourly rate of $115/hr. If these spill containers fail a licensed, trained, certified, <br />contractor may be required to repair/replace the spill container under permit from San Joaquin County <br />Environmental Health Department. <br />#11 The UDC 3/4, 5/6, & 7/8 Veeder-Root 208 sensors were raised approximately 1 inch off the lowest <br />point of the UDC and not located to detect a leak at the earliest opportunity. Monitoring equipment shall <br />be maintained to be able to detect a leak at the earliest possible opportunity. Technician corrected <br />during the inspection by positioning the sensor to touch the bottom of the UDC's. <br />#17 The electronic line leak detectors at the diesel tank, 87#1 (West tank), and 87#2(East tank) failed to <br />detect a leak when tested. All line leak detectors shall be capable of detecting a 3 -gallon per hour leak at <br />10 psi. Immediately have a properly licensed, trained, and certified contractor repair or replace the failed <br />leak detector (LG 113-x listed, if applicable) and obtain a permit within one business day from the EHD. <br />If the failed leak detector can't be replaced immediately, there is a possibility that the UST system may <br />be red tagged to prevent fuel inputs. <br />#19 The external audio alarm used as the overfill prevention system is not currently functional on the <br />diesel tank, 87#1 (West tank), 87#2(East tank), and the 91 tank.
