Tank Annular Space Monitoring: The annular space between the primary and secondary <br />containers is filled with water and fitted with a reservoir mounted at the top of <br />the tank. Should the inner wall of the tank fail, the water inside the annular <br />space would flow into the tank lowering the water level in the reservoir. This <br />would set off an alarm at the control panel notifying the Owner of a potential <br />leak. Should the outer wall (secondary container) fail, the water would flow out <br />of the annular space lowering the water level in the reservoir which would signal <br />an alarm. <br />c. Subpump and Product Piping Monitor: This monitoring probe (Ronan Float Switch) is <br />located inside the subpump secondary containment box, (also the low point of the <br />product piping). Its function is to detect the presence of liquid in the <br />contaumient box which would indicate a leak in the product piping or subpump. If <br />any liquid is detected, the subpump will automatically be shut down and an audible <br />and visual alarm will alert the Owner of a potential leak. <br />d. Pressor' piping systems shall be monitored utilizing on line leak detectors. <br />Operayr-aftbr is -tb--W aware that reduction in product flow to 3 + gallons per minute <br />indicates a potential leak. Leak detectors will be tested yearly for proper <br />operation. <br />e. Dispensers: Product Dispensers are to be equipped with a containment box located <br />at the base. Should a leak occur in the dispenser, the liquid would activate a <br />mechanical float switch, closing the shear valve and be contained by the <br />containment box. <br />f. Records and Inspections - All records of underground tags and petroleum piping <br />shall be logged in writing using corresponding inspection log. Following is a <br />list of monitoring activities and inspection which will be recorded. <br />1. Weekly visual inspections shall be made of: <br />- Submerged Pump Boxes <br />- Fill Boxes (also inspected after each delivery) <br />- Reconcilation of the inventory control records <br />g. jUhp�ency Response Procedure: <br />Once the operator is aware of a potential leak he shall: <br />- Shut the system down using pump shut-off switch <br />- Attempt to isolate leak location by inspection <br />- Contact the City Fire Department <br />- Record the leak with the action taken on the recordable discharge log <br />(Incident shall be signed by the responsible representative). <br />These procedures along with emergency telephone numbers will be posted in the <br />Owner's office. The Shell Oil Company shall be responsible for contacting the <br />local Environmental Health, Fire Department and a local petroleum maintenance <br />contractor if a leak is confirmed. Hazardous materials shall be cleaned up in a <br />timely manner or as required by Environmental Health and/or Fire Departments. <br />
