9. METHOD FOR OVERFILi+/SPILL PROTECTION AND CLEAN -JP:
a. GASOrIE/TANK
1. Tank Level Alarm: The level of the tank will be continuously monitored by a
Veeder-Root TLS250 Electronic Tank Level Sensor.
a. This sensor will indicate the current level of the tank in order to
assure capacity is available for the entire delivery.
b. This sensor is also equipped with a high level alarm to prevent the
possiblity of product overfill. When the product reaches high level
sensor it sets off an audio/visual alarm that is in site of the fill
area.
2. Gauging: Operator is to control delivery and guage tank prior to receiving
fuel load to assure tank holding capacity is available for entire delivery.
Driver is to remain in attendance during delivery to monitor the operation.
3. Ball float system: The ball float valve system installed with the tank
substantially prevents the possiblity of overfill occurring. If the tank is
filled to the ball float level, the petroleum product delivery will be cut to
3 gallons per minute alerting the delivery driver of a potential overfill
condition. In the event that this occurs, the following actions will be
taken:
a. The delivery truck driver shall turn off the petroleum product supply at
the truck, leaving the hose fully connected to the tank fill pipe and the
truck.
b. The small amount of petroleum product remaining in the hose shall be
slowly drained into the tank. Since the ball float valve is 2" to 3"
below the top of the tank, there remains a 200 + gallon capacity within
the tank at the moment when the ball float closes off delivery. The
bleed hole in the ball float valve allows the remaining petroleum product
in the hose to ccupletely drain through the fill pipe into the tank.
c. The hose shall be disconnected frarn the fill pipe only when it has fully
drained. In the event that spillage occurs upon hose disconnection, the
remaining small amount of petroleum product will be caught in a 10 gallon
capacity leakproof container (Cr1I). The product in the spill container
will then be drained into the tank by opening a manually operated valve
located in the spill container.
b. Clean-up/Records:
1. Small spills (less than 10 gallon and only requiring 15 minutes to clean up)
will be cleaned up using absorbent materials.
2. Larger spills will be reported to the Owner by the station operator or
delivery truck driver before returning to the terminal. The Owner will
notify a local Petroleum Maintenance Contractor who is equipped with a
N.F.P.A. approved type hand pump, vacuum and transport container.
3. Spills will be cleaned up within 8 hours of detection, returned to local
terminal and/or disposed of in a lawful manner.
