SAN JOAQUIN COUNTY <br />ENVIRONMENTAL HEALTH DEPARTMENT <br />1868 East Hazelton Avenue, Stockton, California 95205-6232 <br />Telephone: (209) 468-3420 Fax: (209) 468-3433 Web: www.s*gov.org/ehd <br />UNDERGROUND STORAGE TANK (UST) PROGRAM INSPECTION REPORT CONTINUED <br />Facility Facility Inspection <br />Name: Quick Stop Market #5124 Address: 505 N Main Street, Manteca Date: Jun 20, 2014 <br />SUMMARY OF VIOLATIONS <br />CLASS 11 CLASS 11, or MINOR -Notice to Comply) <br />Onsite to conduct a routine underground storage tank inspection and observe monitoring system <br />certification conducted today. <br />Class 11 Violations: 206, 305, 310, 311, 313 <br />206. The designated operator employee training for Jass Sing was not current. The designated <br />operator shall train facility employees for which he or she is responsible in the proper operation and <br />maintenance of the UST system once every 12 months. The training shall include, but is not limited to: <br />1. Operation of the UST system in a manner consistent with the facility's best management <br />practices <br />2. Employee's role with regard to monitoring equipment as specified in the facility's monitoring <br />plan <br />3. Employee's role with regard to spills and overfills as specified in the facility's response plan <br />4. Name of the contact person(s) for emergencies and monitoring equipment alarms <br />The designated operator was present onsite at the time of inspection and provided the required <br />designated operator training. CORRECTED. <br />305. The 91 -octane STP sump sensor failed to activate an audible and visual alarm when tested to <br />ensure continuous monitoring of the tank system. All monitoring equipment shall be maintained to <br />activate an audible and visual alarm or stop the flow of product at the dispenser when it detects a leak. <br />The technician onsite shook the sensor, rinsed it, and retested it multiple times (thereafter) with passing <br />results. If this sensor continues to malfunction, retain a properly licensed, trained, and certified <br />contractor to replace the sensor with a functioning component (LG 113-x listed, if applicable) under <br />permit and inspection from the EHD. <br />310. Liquid was observed in the 87 -octane STP sump. If water could enter into the secondary <br />containment by precipitation or infiltration, it must be removed and disposed of properly. The technician <br />onsite removed approximately 4 -gallons of liquid and placed it in the onsite hazardous waste drum. <br />Ensure that the 87 -octane fill sump is maintained free of liquid.
