8. MONITORING PLAN: (continued)
Daily visual inspections shall be made of:
Fill Boxes (also inspected after each delivery)
- Reconciliation of the inventory control records
- Tank Secondary Contaimment (Annular Space) shall be probed to
check for the presence of liquid. The tank slopes 1/8" per
foot minimum toward monitoring port.
- Should any liquid be detected at the annular space, the dealer
shall determine if it is product or water by the use of 'Kolor-Kut'
water finding paste on the end of the gauge stick. This particular
paste will•not react to gasoline, only water. Operator shall have
an ample supply of 'Kolor-Kut' paste on hand at all times.
d. Emergency Response Procedure:
Once the operator is aware of a potential leak he shall:
- Shut the system down using pump shut-off switch
- Attempt to isolate leak location by inspection
- Contact the local UNOCAL representative
- Record the leak with the action taken on the recordable
discharge log form. (Incident shall be signed by the responsible
Unocal representative.)
These procedures, along with emergency telephone numbers, will be posted
in the dealer's office.
Unocal shall be responsible for contacting the local Environmental Health
or Fire Department and a local petroleum maintenance contractor if a
leak is confirmed. Hazardous materials shall be cleaned up in a timely
manner or as required by Environmental Health or Fire Departments.
9. METHOD FOR OVERFILL/SPILL PROTECTION AND CLEAN-UP:
a. Gauging: Station operator is to stand by at the time of delivery and gauge
tank prior to receiving fuel load to assure tank holding capacity is
available for entire delivery. Driver is to gauge tank to assure
capacity is available for entire delivery. If the tanks will not hold
the full load, no delivery will be made.
b. Ball float system: The ball float valve system installed with the tank
substanitally prevents the possibility of overfill occurring. If the
tank is filled to the ball float level, the petroleum product delivery
will be cut to 3 gallons per minute alerting the delivery driver of a
potential overfill condition. In the event that this occurs, the
following actions will be taken:
