Yosemite Ave. Manteca, CA 95336 Program: UST SUMMARY OF VIOLATIONS CLASS I, CLASS II, or MINOR -Notice to Comply) #23c The designated operator failed to check and note the correct test dates for the secondary containment test on the June 2009 through 2010 designated operator monthly inspection reports. Designated Operator listed 9-10-07 as the test date. 9-20-07 should have been listed. On the 11-16-09 D. O. report, no date was listed for the secondary containment test. During the monthly inspection, the designated operator shall check that all required testing and maintenance for the UST system have been completed and document the dates they were done. Ensure that designated operators performing monthly inspections at this facility are including all of the required information on the reports. #21 Liquid was observed in the 87 stp sump. If water could enter into the secondary containment by precipitation or infiltration, it must be removed and disposed of properly. Immediately remove this liquid, make a hazardous waste determination per Title 22 hazardous waste regulations, and manage it accordingly. Ensure that the 87 stp sump is maintained free of liquid. Technician corrected during the inspection by removing the liquid and placed it into the hazardous waste drum on site. Repeat Violations: #7 The maintenance records for the following alarms: L1: Disp. 1-2 sensor out alarm of 9-19-09, 12-17-09, 1-14-10, 1-31-10, and L4 Disp. 7-8 fuel alarm of 2-23-10 were not found on site. These records shall be kept on site for at least 3 years. Immediately locate and maintain the maintenance records for the following alarms: L1: Disp. 1-2 sensor out alarm of 9-19-09, 12-17-09, 1-14-10, 1-31-10, and L4 Disp. 7-8 fuel alarm of 2-23-10 on site and submit copies to the EHD by 8-20-10. #24 Annual monitoring system certification, leak detector testing, and spill container testing was performed on 7-13-09 and a test report has not been submitted to the EHD. A copy of the test report must be submitted within 30 days of the tests. Immediately submit a copy of the test report to the EHD.
