The 87 STP sump sensor failed to activate an audible and visual alarm when tested to ensure <br /> continuous monitoring of the tank system. The monitoring panel is an EBW Autostik Jr and the LS type <br /> sensors that is compatible with the Autostik Jr is not manufactured anymore. Technician wanted to put a <br /> Franklin Fueling System TSP-ULS sensor. I called Franklin Fueling System Tech support and they <br /> informed me that there has been no testing for the compatibility and there is no UL or third party <br /> approval for the TSP-ULS sensor with the Autostik JR. All monitoring equipment shall be maintained to <br /> activate an audible and visual alarm and stop the flow of product at the dispenser when it detects a leak. <br /> Correct immediately by having a properly licensed, trained, and certified contractor replace the failed <br /> component with a functional component (LG 113-x listed, if applicable) and obtain a permit within 1 <br /> business day from the EHD. If the failed component can't be replaced immediately, there is a possibility <br /> that the 87 UST system may be red tagged to prevent fuel inputs. <br /> 307. The 12/19/12 secondary containment test result indicate a failure at the UDC 3/4, 5/6. All <br /> secondary containment for the UST system must be tight. Immediately have a properly licensed, <br /> trained, and certified contractor repair or replace the failed component under permit and inspection of <br /> the EHD. Submit passing results to the EHS within 30 days of receiving this report. <br /> 310. Liquid was observed in the all the sump. If water could enter into the secondary containment by <br /> precipitation or infiltration, it must be removed and disposed of properly. Immediately remove this liquid, <br /> make a hazardous waste determination per Title 22 hazardous waste regulations, and manage it <br /> accordingly. Ensure that all the sumps are maintained free of liquid. The owner removed all the liquid <br /> from the sumps. He claims that the liquid was water from recent heavy rain. <br /> 206. Since the facility owner and employees failed to acknowledge the alarm on the monitoring panel <br /> and did not take any corrective action it seems that the designated operator employee training is not <br /> adequate. The designated operator shall train facility employees for which he or she is responsible in <br /> the proper operation and maintenance of the UST system once every 12 months. The training shall <br /> include, but is not limited to: <br /> 1. Operation of the UST system in a manner consistent with the facility's best management practices <br /> 2. Employee's role with regard to monitoring equipment as specified in the facility's monitoring plan <br /> 3. Employee's role with regard to spills and overfills as specified in the facility's response plan <br /> 4. Name of the contact person(s) for emergencies and monitoring equipment alarms <br /> Ensure that employees have been trained by the designated operator, maintain the list on site, and <br /> submit a copy of the training records to the EHD within 30 days of receiving this report. <br /> ALL EHD STAFF TIME ASSOCIATED WITH FAILING TO COMPLY BY THE ABOVE NOTED DATES WILL BE BILLED AT THE CURRENT HOURLY RATE. <br /> THIS FACILITY IS SUBJECT TO REINSPECTION AT ANY TIME AT EHD'S CURRENT HOURLY RATE. <br /> EHD Inspector: Received By: Title: <br /> Muniappa Naidu (209) 468-3439 <br /> EHD 23-02-003 Rev 04/19/12 CONTINUATION FORM <br />
