Designated operator monthly inspection reports for the previous twelve months or 36 month(after October 1 st, 2018)shall be retained on site.The operator was able to get a copy of the reports while the inspector was on site to correct this on site. This was corrected on site. This is a repeat violation, Class II. 306 CCR 2630(d)Monitoring equipment is not installed or maintained to detect a leak at the earliest opportunity. The 87 product, 91 produt, UDC 7/8 sump sensor were raised approximately 2-5 inches off the lowest point of the sump and not located to detect a leak at the earliest opportunity. The ULS sensor located in the 91 STP sump was raised and tied on a fiberglass pipe approximately 4-5 inches based on the service technician calculations. The ULS sensor located in the 87 STP sump was raised and tied on a fiberglass pipe approximately 3-4 inches based on the service technician calculations. The ULS sensor located in the UDC 7/8 was raised and tied with a zip tide approximately 2-3 inches. Monitoring equipment shall be maintained to be able to detect a leak at the earliest possible opportunity. The sensor was relocated to the lowest point of the sump by the service technician. Ensure that all monitoring equipment is maintained to detect a leak at the earliest opportunity. This is a repeat violation, Class II. 315 HSC 25291(e)Water in secondary containment not removed, analyzed, and properly disposed of(pre-Jul 2003). Liquid was observed in the 87 product, UDC 3/4,UDC 7/8 sump. If water could enter into the secondary containment by precipitation or infiltration, it must be removed and disposed of properly. The service technician removed liquid from the 87 product, UDC 3/4, UDC 7/8 sump_ Ensure that all sumps and annular spaces are maintained free of liquid. This is a repeat violation, Class II.
