SAN10AQUIN <br /> Environmental Health Department <br /> COUNTY <br /> Underground Storage Tank Program Inspection Report' <br /> Facility Name: Facility Address: Date: <br /> ESCALON MINI MART 1 1097 YOSEMITE AVE, ESCALON January 11, 2016 <br /> SUMMARY OF VIOLATIONS <br /> (CLASS 1,CLASS II,or MINOR-Notice to Comply) <br /> Item# Remarks <br /> 309 CCR 2636(f)(1) Sensor in a turbine sump failed to activate an audible and visual alarm or stop the flow product. <br /> The 91 octane STP sensor failed to activate an audible and visual alarm when tested to ensure continuous <br /> monitoring of the tank system. All monitoring equipment shall be maintained to activate an audible and visual alarm <br /> or stop the flow of product at the dispenser when it detects a leak. Correct immediately by having a properly <br /> licensed, trained, and certified contractor replace the failed component with a functional component(LG 113-x <br /> listed, if applicable) and obtain a permit within one business day from the EHD. If the failed component can't be <br /> replaced immediately, there is a possibility that the 91 UST system may be red tagged to prevent fuel inputs. <br /> This is a repeat violation, Class II. <br /> 319 HSC 25291(e)Water in secondary containment not removed, analyzed, and properly disposed of(pre-Jul 2003). <br /> Liquid was observed in the 91 STP sump,87 STP sump and UDC 3/4 and UDC 7/8. If water could enter into the <br /> secondary containment by precipitation or infiltration, it must be removed and disposed of properly. The service <br /> technician removed5 gallons of liquid from LIDCs 3/4 and 7/8 and approximately 0.5 to 1 gallon of liquid from STPs <br /> 87 and 91. Ensure that all sumps and annular spaces are maintained free of liquid. <br /> This is a repeat violation, Class Il. <br /> 325 CCR 2635(b) Spill container failed to contain a minimum capacity of five gallons. <br /> The 87 octane direct-bury spill container failed when tested. All spill containers shall have a minimum capacity of <br /> five gallons and be capable of containing a spill or overfill until it is detected or cleaned up. Immediately discontinue <br /> deposition of petroleum into this tank until the component is repaired or replaced by a properly licensed, trained, and <br /> certified contractor under permit and inspection of the EHD. If the spill container can't be replaced immediately, <br /> there is a possibility that the 87 UST system may be red tagged to prevent fuel inputs. <br /> This is a Class II violation. <br /> Overall Inspection Comments: <br /> Complete and submit a copy of the Return to Compliance Certification form to the EHD with a statement <br /> documenting the corrective actions that have been or will be taken for each violation, and any supporting <br /> paperwork, by 2-11-16. <br /> Please be aware that as of January 1, 2014, facility operators are required to upload the following UST program <br /> documents into the California Environmental Reporting System (CERS): UST Monitoring Site Plan, UST <br /> Certification of Financial Responsibility, UST Response Plan, UST Letter from Chief Financial Officer (if <br /> applicable), and the Owner Statement of Designated Operator Compliance. The UST Owner/Operator: Written <br /> Agreement, if applicable, can be stored at the facility or uploaded into CERS. <br /> Notes: <br /> The 87 octane spill container doesn't have a functioning drain valve. According to the onsite technician the <br /> existing drain valve is broken.
