The annual sensor was found to be in alarm since April 2, 2014 and actions have not been taken to <br />address the alarm. All monitoring equipment shall be maintained to be able to detect a leak at the <br />earliest possible opportunity. Immediately contact a properly licensed, trained, and certified contractor to <br />address the alarm under permit and inspection of the EHD. Observed technician removed about one <br />cup of watery liquid (no petro odor) from annual space and disposed to hazardous waste container on <br />site, and sensor did not go back into alarm after functionality test. Violation has been corrected. <br />305. The 87 -sensor remained in alarm after functionality test, and was declared a fail by the technician. <br />All monitoring equipment shall be maintained to activate an audible and visual alarm or stop the flow of <br />product at the dispenser when it detects a leak. The sensor was replaced and retested during the <br />inspection. A "UST Retrofit Verification with Inspector Already Onsite" form has been completed and <br />provided to the operator and contractor by mail. <br />311. The 91 -octane line leak detector failed to detect a leak when tested. All line leak detectors shall be <br />capable of detecting a 3 -gallon per hour leak at 10 psi. The leak detector was replaced and retested <br />during the inspection. A "UST Retrofit Verification with Inspector Already Onsite" form has been <br />completed and provided to the operator and contractor by mail. <br />Complete and submit a copy of the Return to Compliance Certification form with a statement of how <br />each violation was corrected, including supporting documentation, by May 24, 2014. <br />Notes (following are not violations): <br />Current UST owner Wagih Kamar, took over the facility under the current business Auburn 7700, Inc., <br />on October 29, 2013. Paul Singh, who was the manager of the facility for the previous owner at the time <br />of the 2013 inspection and was provided a copy of the EHD inspection report by email on March 29, <br />2013, stated by phone today that he is currently serving as a Project consultant for the current business <br />and tank owner. <br />Observed slow leak from the fuel filter and the hardware (all above the shear valve and fuel piping) <br />dripping into the Dispenser #1/2 UDC sump. Observed technician removed the fuel in Dispenser #1/2 <br />and 7/8 and placed in hazardous waste container on site. <br />ALL EHD STAFF TIME ASSOCIATED WITH FAILING TO COMPLY BY THE ABOVE NOTED DATES WILL BE BILLED AT THE CURRENT HOURLY RATE. <br />THIS FACILITY IS SUBJECT TO REINSPECTION AT ANYTIME AT EHD'S CURRENT HOURLY RATE. <br />EHD Inspector: <br />Jeffrey Wong (209) 468-0335 <br />Received ByCe j <br />i 4E , / <br />Title: <br />EHD 23-02-003 Rev 04/19/12 0 CONTINUATION FORM <br />
