The
UST's each were tied down to a thick concrete slab and PHS-EHD required either the slabs
be removed so the soil underneath could be sampled or `bored' through so that soil samples
maybe obtained, as required by UST regulations.
Heavy rains during this time prevented four (4) of the required six (6) soil samples from
being collected and the site activities were cancelled for that day. In phone conversations
with your consultant later, PHS-EHD was advised that the UST pit was to be backfilled
without the remaining soil samples being collected. PHS-EHD advised Mr. Jain, the
government adviser at that time, that this requirement must be fulfilled prior to evaluating
any closure requests.
In addition, dark petroleum stained soils with strong petroleum odors were noted around the
concrete slab in the most south-east corner of the UST pit. Your consultant was advised
that the lateral and vertical extent of this contamination was to be delineated in an additional
investigation proposal that the responsible party was to submit to PHS-EHD.
UST site closure will not occur without the UST removal soil sampling requirements being
performed. Additionally, further investigation in the southeast corner of the UST pit was
required in 1998 and the work plan to initiate this work is overdue.
A Division of San Joaquin County Health Care Services
