5. Securitg <br />The oil fill pipes located outside of the building are covered and <br />securely locked. The remaining fuel -handling -systems including <br />controls are coptained within the building. Access to the building <br />Is controlled by security personnel on a.24-hour,per day continuous <br />basis. In addition, the engine and turbine rooms within the build- <br />ing are locked with access limited to personnel with a need to enter. <br />Because the storage tanks are located below grade there are no <br />valves that would permit direct outward flow of the tank's contents. <br />The contents of the above ground day tanks would be retained within <br />the building if a valve was opened.
