16 <br />2. Spill Container Testing ve last certification was performed on June 30, 2008. This certification is required <br />before the UST system can be approved to operate. <br />3. Secondary Containment Testing — The last test was conducted on October 22, 2004. This testing is required <br />every three years. It is over eight years past due and must be completed before the UST System can be <br />approved to operate. <br />4. Enhanced Leak Detection (ELD) —The test is required since the UST are located within 1000 feet of a public <br />water system. A permit application is required to be submitted to install the Enhanced Leak Detection from <br />our department. A letter was sent on June 20, 2007 to this UST facility from the CA State Water Resources <br />Control Board informing of the requirement. The Enhanced Leak Detection Test must be performed and the <br />UST System must receiving a passing test result for all of the components that will be tested before the UST <br />System can be approved to operate. <br />5. CA Board of Equalization number- A BOE number is required to be submitted to our department. <br />6. CA Environmental Reporting System (CERS) — All businesses are required to use this database, as of Jan. 1, <br />2013, to submit information in regards to the Hazardous Materials Business Plan, Hazardous Waste <br />Generation, Underground Storage Tank information. All of the required information from the listed <br />programs must be submitted for review by our department into the CERS. The submittal elements for all of <br />the listed elements must be approved before the UST System can be approved to operate. <br />Please submit in writing, a corrective action statement for the above issues/questions with a timeframe for achieving <br />completion by March 29, 2013. A corrective action statement had been received from ABC Petroleum on Nov. 29, <br />2012. What is the proposed date that this facility will be in operation, once the building remodel is completed? Some of <br />the tests listed above can be completed without the UST's having fuel stored inside. What is a reasonable expectation <br />for getting some of the tests completed before the store is opened? A permit application to perform ELD should be <br />submitted as a good faith effort that compliance with the regulations & statutes will be achieved.
