The information on this monitoring2 <br /> program are conditions of the operating permit. The permit holder must notify San Joaquin County <br /> Environmental Health Division,phone(209)468-3420 within 30 days of any changes to the monitoring <br /> procedures, unless required to obtain approval before making the change. <br /> Required by 23 CCR,Division 3,Chapter 16,Sections 2632(d)and 2641(h). <br /> Facility Name Lawrence Livermore National Laboratory Site 300,Tank 871-D1U2 <br /> Facility Address Corral Hollow Road south of Tracy,California <br /> A. Describe the frequency of performing the monitoring: <br /> Tank Continuous with weekly tank tests <br /> Piping Continuous <br /> B. What methods and equipment,identified by name and model,will be used for performing <br /> the monitoring: <br /> Tank Veeder-Root TLS-350 uses an in-tank probe to perform continuous statistical leak <br /> detection, combined with weekly leak tightness tests. An interstitial sensor between the <br /> tank's double-wall continuously monitors for the presence of fuel vapor and liquid. <br /> Piping Veeder-Root TLS-350 continuously monitors a sensor in the bottom of the double- <br /> wall piping system sump. <br /> C. Describe the location(s)where the monitoring will be performed(facility plot plan <br /> should be attached): North of Building 871,near the west end. Building 871 is in the <br /> General Services Area. <br /> D. List the name(s)and title(s)of the people responsible for performing the monitoring <br /> and/or maintaining the equipment: Person(s)designated by Don Hill,Senior Supervisor <br /> for Maintenance Mechanics. <br /> E. Reporting format for monitoring: <br /> Tank A sign-off sheet is maintained at the monitoring system control panel. The sheet is <br /> signed at the time of completion of the weekly leak tightness test every Sunday. <br /> Completed sheets are maintained in the Maintenance Mechanics files in Building 875. <br /> Piping' 'The alarm state of the piping monitoring system is checked at the time of the <br /> Sunday leak test. <br /> F. Describe the preventive maintenance schedule for the monitoring equipment. Note: <br /> Maintenance must be in accordance with the manufacturers'maintenance schedule but <br /> not less than every 12 months: At least annually, the in-tank magnetostrictive <br /> probe,the tank interstitial space sensor,and the piping sump sensor, will be removed and <br /> inspected for evidence of damage or deterioration. The monitoring system monitoring <br /> manual will be used to verify the operational condition of all system capabilities. <br /> Operator will complete the form at Appendix B,Operator's Monitoring Record. <br /> Documentation will be maintained in the Building 873 Alarm Electricians files. <br /> G. Describe the training necessary for the operation of UST system,including piping, <br /> and the monitoring equipment: At the time of job assignment and not less frequently than <br /> annually thereafter, each operator and backup operator will read the monitoring system <br /> installation,setup,and operating instruction manuals, and use the operating instruction <br /> manual to verify the operation condition of all capabilities by operating system. Each <br /> trained person will complete the form at Appendix B,Training Documentation. <br /> Documentation will be maintained in the Building 875 Maintenance Mechanics files. <br />
