ice% CORP 9!G-383-6010 <br />r� <br />S ACC RA1\ 1'ENTO NI'IUNICIPAL UTILITY DISTRICT RFP NO. 040300 -RM <br />•. i it z - rUINM <br />2.1 GENERAL: The Sacramento Municipal Utility District, hereinafter referred to as the <br />District is soliciting proposals for Professional services on as -needed basis for <br />ENVIRONMENTAL REGULATORY SUPPORT SERVICES from September 15, 2004 <br />to September 14, 2007, for a total amount not -to- exceed $900,000. <br />2.2. INFORMATION ABOUT TIRE DISTRICT: The District is an independent, customer - <br />owned utility established in 1923 under the California Municipal Utility District Act by a <br />vote of the electorate. Districts formed under this Act have broad powers to acquire, <br />construct, own and operate facilities to supply light, water, heat, power, and other services. <br />The District's primary activity is the generation, transmission, distribution, and sale of <br />electric power from hydroelectric, combustion turbines, wind turbine, and solar photovoltaic <br />resources with an aggregate capacity of 1, 196.8megawatts. The District also purchases <br />power fi-om other utilities. In addition, the District is responsible for the decommissioning <br />of its nuclear power plant, Rancho Seco. The District serves Sacramento County and part of <br />Placer County, a 900 square mile service area comprising over 1,200,000 people. The <br />District has assets totaling $32 billion and annual revenues of approximately $600 million. <br />Electricity sales in 2000 were 9.62 billion kilowatt hours and the peak load was 2,688 <br />megawatts. <br />The District is governed by a seven -member Board of Directors elected by the District's <br />customer -owners. The Board of Directors has full power to establish rates charged for <br />services. The Directors have established the policy of setting rates based on cost of <br />providing service. Such rates are not subject to review or regulation by any other <br />governmental agency. <br />The District's generating facilities, which have an aggregate generating capacity of 1,196 <br />MW, consist of eight hydroelectric powerhouses, four combustion turbines, wind turbinc, <br />and solar photovoltaic facilities. Since the Rancho Seco Nuclear Generating Station was <br />permanently shut down by a popular referendum in 1989, the District has depended on <br />power purchases for the remainder of its energy and capacity needs. A 500 MW <br />combustion turbine power plant, Cosumnes Power Plant, is under construction at the <br />Rancho Seco site. <br />2.3 SCOPE OF SERVICES. The Proposer shall provide all labor, material, and equipment <br />required to meet the following needs: <br />2.3.1 The District is in need of the services to augment the District's professional Environmental <br />staff in the conduct of the District's environmental programs. These programs include, but <br />are not limited to obtaining and reporting supporting documentation for submittals required <br />by the California Envirorunental Quality Act (CEQA) or the Warren-Alquist Act (California <br />Energy Commission CEQA equivalent program) or other Resource Agency permitting, <br />addressed below. <br />2.3.2 Work will be authorized "as needed" on written task order, issued by the Contract Manager. <br />2-1 <br />RFP 5ervices.dot <br />RF11040300RM.doc <br />p.2 <br />
