Tank 813-11D was a 3,000 gallon carbon steel tank installed in 1981 to <br /> provide diesel fuel for a boiler in Building 813. The tank system was <br /> registered with the State Water Resources Control Board in June 1984 using <br /> the Hazardous Substance Storage Statement enclosed as Attachment 1. <br /> In August 1985 the 813-11D tank system was filled to near ground level <br /> with diesel fuel and tested according to the Precision Test requirements <br /> specified by 23 Cal. Adm. Code 2643. McKesson Environmental Services, using <br /> EZY-CHEK equipment, found the tank system to have a leak rate of 0.019 <br /> gal/hr, well below the acceptable regulatory leak rate of 0.05 gal/hr (Table <br /> 1, Attachment 2) . The certificate of compliance is enclosed as Attachment 3. <br /> In June 1986, the tank was removed by Lawrence Livermore National <br /> Laboratory's (LLNL) Plant Engineering Department. The excavation was <br /> backfilled to grade. It is believed that the 80 feet of associated piping <br /> and below-ground vent line were removed at the same time. Although no <br /> written documentation can be located, interviews with personnel familiar with <br /> the project indicate that the piping and vent line were removed at the time <br /> of tank removal. Also, in preparation for soil sampling, a backhoe was used <br /> to remove the top few feet of soil in the area where the piping and vent line <br /> would have been expected, and neither were encountered during the soil <br /> sampling attempt. The above ground portion of the vent line remains <br /> in-place. <br /> In September 1987, under contract with Universal Engineering <br /> Incorporated, the tank was cleaned and certified to be reusable as scrap <br /> metal (Attachment 4) . As required by Section 121.02(C)(2) of the contract <br /> specifications (Attachment 5) , the tank was removed from the job-site and <br /> ' reused according to arrangements and negotiations completed by Universal <br /> Engineering Incorporated. <br /> 1 <br />
