i <br /> Lawrence Livermore National Laboratory <br /> LL <br /> June 10, 1993 <br /> Mr. Doug Wilson <br /> San Joaquin County Public Health Services <br /> Environmental Health Division <br /> Post Office Box 2009 <br /> Stockton, CA 95201 <br /> SUBJECT: Plan for Regulatory Compliance <br /> Dear Mr. Wilson: <br /> On April 14, 1993, Mr. Bill Snavely of your office performed an inspection of the <br /> San Joaquin County regulated underground tank systems at the Lawrence <br /> Livermore National Laboratory Site 300. Mr. Snavely identified five tank <br /> systems that were out of compliance with Title 23 California Code of <br /> Regulations, Division 3, Chapter 16 Underground Storage Tank Regulations, <br /> Section 2641. These regulations specify leak tightness monitoring for "existing" <br /> (single-wall) underground storage tanks. <br /> At the time of the inspection, closure of all five of the tank systems was already <br /> part of a comprehensive tank upgrade project for the Lawrence Livermore <br /> National Laboratory Site 300 and Livermore Site tank systems. Until closure <br /> activities begin for these specific tanks, the existing systems will be monitored <br /> according to the underground storage tank regulations. The status and plans for <br /> each of the five cited tank systems are described below: <br /> 814-D1U1 and 830-D1U1. These are empty, clean, out-of-use, 280-gallon <br /> underground tanks at Buildings 814 and 830. Formerly, these tanks were used <br /> to store diesel fuel for standby generators. On May 6, 1993, we brought the tanks <br /> into compliance with leak monitoring regulations when we began performing <br /> weekly level measurements using a calibrated rod (sticking) in accordance with <br /> Section 2645 of the Underground Storage Tank Regulations. We will continue <br /> to perform weekly sticking on these tanks until closure activities begin this <br /> summer. <br /> Closure plans for tank systems 814-DlU1 and 830-D1U1 are enclosed for your <br /> review and approval.
