1 ' <br /> November 2010 nadne <br /> •ssoclet•s, Inc. <br /> Project No. 1001-0483 ® ��o WALGCP�a M <br /> 3.0 UST ABANDONMENT <br /> 3.1 UST ABANDONMENT ACTIVITIES <br /> The in-place closure of the UST and associated underground and aboveground piping <br /> will generally consist of the following activities: <br /> • The fuel oil supply (FOS) and fuel oil return (FOR) lines will be opened at or near <br /> their entrance to the building and cleared of remaining fuel and flushed (triple <br /> rinse) with water back into the UST via the piping runs; <br /> • Drain and remove all existing pump units located in the sump area of the UST; <br /> • The remaining diesel fuel (and water) will be removed from the UST; <br /> • The UST will be triple-rinsed, liquids removed, and properly degassed using dry <br /> ice (approx. 20 pounds per every 1,000 gallons of UST capacity) or similar <br /> approved methods; <br /> ® The rinseate generated from cleaning the UST will be properly containerized and <br /> transported /disposed of under a Uniform Hazardous Water Manifest; <br /> • Once the USTs are cleaned and degassed, the lower explosive limit (LEL) and <br /> oxygen level inside the UST will be measured; <br /> • If the LEL measured at the opening of the UST is found to be 10% or greater, <br /> then additional inerting material will be added inside the UST; <br /> • Once the tank is certified by the City of Manteca Fire Department and/or <br /> SJCEHD for closure, a 2-sack concrete slurry mix will be used to fill the UST for <br /> the in-place abandonment to within 12 inches of finish grade. When the UST is <br /> filled, all tank openings will be plugged and/or capped including the FOS and <br /> FOR piping. <br /> It should be noted that all aboveground piping will be triple rinsed and removed; <br /> however, the underground piping will be triple rinsed and closed in-place. <br /> 3.2 UST CLOSURE SUMMARY REPORT <br /> Following completion of the UST in-place closure, Padre will prepare a report <br /> documenting closure activities. The report will include results from the limited soil and <br /> groundwater assessment program planned at the Project Site including the assessment <br /> methodology; site conditions encountered; field procedures utilized; and will summarize the <br /> laboratory analytical results. The report will contain all appropriate figures, tabular data, and <br /> copies of manifests and disposal documentation.
