Operator desires to have
supply and return secondary containment that complies with AB -2481. Wright will install new supply
and return limes with new secondary containment from the existing tank piping sump. These new lines
will roughly parallel existing supply and return line underground to the building. The new piping
proposed is UL Certified, Total Containment Piping. Cut -sheets for the new piping and component
parts are provided for your review (Attachment 4). At the building the new Total Containment lines will
transition above grade where they will also transition to black iron steel pipe and then enter the building
and be attached to the existing above ground black iron piping serving the boilers, and backup
generator as backup fuel supply system. The proposed route for the new piping roughly paralleling the
existing piping is shown on Drawing 1;1. Wright will schedule inspections with your office in advance as
required.
In Place Closure of Product Lines
After new pipelines are connected to the backup fuel system, the existing underground supply and
return lines will be closed in place.
The in-place closure procedure will consist of Wright personnel draining the lines of diesel fuel followed
by flushing the supply and return lines with hot water and simple green cleaning solution. The final
Rinsate will be purged with air. All wash water and Rinsate will be placed in labeled, 55 -gallon drums
for disposal as a non-RCRA Hazardous Waste Liquid. Documentation for disposal will be provided to
PHS-EHD. The lines pumped full of a cement water slung and the penetrations through the floor
sealed with concrete.
Sampling under the closed in-place lines will take place under the direction of PHS-EHD inspector after
the lines have been closed in-place as described above. In some instances, hand auguring laterally
from the new piping trench will be required due to existing pipeline alignment that roughly parallels the
new pipeline alignment. Samples will be analyzed for Total Petroleum Hydrocarbons, as Diesel (TPH-
D) at a state certified laboratory.
Should you require additional information please contact me and I will provide you with further detail.
Thank you for your prompt attention to this amendment.
