•
Advanced,
G e o Environmental Inc.
20 September 2012
AGE Project No. 12-2193
Mr. Garrett Backus
San Joaquin County Environmental Health Department
1868 East Hazelton Street
Stockton, CA 95205
Subject: Soil Sample Collection Work Plan - Product Line Abandonment
KAISER PERMANENTE
7373 West Lane, Stockton, California 95210
Dear Mr. Backus:
At the request of Mr. David Catanzarite of Kaiser Permanente, Advanced
GeoEnvironmental, Inc. (AGE) in coordination with Elite IV Contractors (Elite), has
prepared this work plan detailing soil sample collected for the abandonment of an
underground diesel product line at 7373 West Lane, Stockton, California (facility).
The portion of the UST system line to be decommissioned is located underground and
extends north from the diesel underground storage tank (UST) located southwest of the
engineering facilities building, then east to the center of the engineering facility building.
The line daylights immediately adjacent to the engineering building and connects to above-
ground piping within the building. It is our understanding that the product line is double -
walled fiberglass.
AGE proposes to collect soil samples at 20 -foot intervals from beneath the piping to be
abandoned in-place. AGE anticipates seven separate locations for soil sampling.
PRE -FIELD WORK ACTIVITIES
As required by the SJCEHD, an updated Site Health and Safety Plan (SHSP) will be
prepared in accordance with Occupational Safety and Health Guidance Manual for
Hazardous Waste Site Activities (National Institute for Occupational Safety and Health
Administration) and federal (29 CFR 1910.120) and state (Title 8, Cal. Code Reg., Section
5192) regulations. The SHSP will cover include:
Health and safety officer and key personnel, and personnel requirements and
responsibilities.
• Field activities, overall work practices and standard operating procedures.
837 Shaw Road • Stockton.
