During the July 1 , 2005, and October 8, 2007, routine hazardous waste inspections at <br /> West Lane, this information was lacking. <br /> Title 22, CCR 66262.34 ( Failed to properly label containers f hazardous waste. <br /> Generators who accumulate hazardous waste on site without a permit or grant of interim status <br /> shall comply with the following requirements: <br /> (1)the date upon which each period of accumulation begins shall be clearly marked and visible for <br /> inspection on each container and portable tank; <br /> (2) the date the applicable accumulation period specified in subsection (a) or (d) of this section <br /> begins, for purposes of subsections (a) and (b) of this section, shall be clearly marked and <br /> visible for inspection on each container and tank; and <br /> (3) each container and tank used for onsite accumulation of hazardous waste shall be labeled or <br /> marked clearly with the words, "Hazardous Waste." Additionally, all containers and portable <br /> tanks shall be labeled with the following information: <br /> (A)composition and physical state of the wastes; <br /> ( ) statement or statements which call attention to the particular hazardous properties of the <br /> waste (e.g., flammable, reactive, etc.); <br /> (C) name and address of the person producing the waste. <br /> During the July 9, 2002, routine hazardous waste inspection at Wilson Way, a 55-gallon <br /> drum was found with an incorrect generator address. <br /> During the November 7, 2006, routine hazardous waste inspection at Wilson <br /> -gallon drums were found not properly labeled. <br /> During the October 18, 2007, and October 28, 2008, routine hazardous waste inspections <br /> t Charter Way, three drums of hazardous waste were found not properly labeled. <br /> Title 22, CCR 66262.40 ( ) Failed to keep signed copy for three years. A generator shall keep <br /> a copy of each manifest signed in accordance with section 66262.23(a)for three years or until the <br /> generator receives a signed copy from the designated facility which received the waste. This <br /> signed copy shall be retained as a record for at least three years from the date the waste was <br /> accepted by the initial transporter. <br /> No manifests were found on site at West Lane during the July 1 , 2005, and October 8, <br /> 2007, routine hazardous waste inspections. <br /> Title 22, CCR 66265.31 Facility not maintained to minimize the release of a hazardous <br /> waste. Facilities shall be maintained and operated to minimize the possibility of a fire, explosion, <br /> or any unplanned sudden or non-sudden release of hazardous waste or hazardous waste <br /> constituents to air, soil, or surface water which could threaten human health or the environment. <br /> 4 During the November 21, 2005, routine hazardous waste inspection at Charter Way, <br /> Mr. Sini stated that they do not sweep up absorbent from spills, and allow wind <br /> traffic to disperse it into the environment. <br /> 4 Spillage of used absorbent was found in the garbage dumpster area during the <br /> November 7, 2006, routine hazardous waste inspection at Wilson Way. <br /> Title 22, CCR 66265.33 Failed to maintain all communication r alarm systems, spill <br /> control, or decon equipment.
