Several inches of liquid was observed at the bottom of the 91 <br />fill sump; the sensor was located several inches above the liquid. The most recent 91 fill sump alarm was on March <br />22, 2016. Mr. Hur initially stated that there was no liquid in the 91 fill sump on 3/22/16 and that the fuel alarm was <br />caused by a small amount of condensation on the outside of the 208 sensor, which he wiped off with a towel. The <br />designated operator on site during the inspection stated that Mr. Hur had told him in April 2016 that the sump had <br />been "cleaned out and put water in the waste drum", which had been documented on the April 2016 monthly <br />inspection report. Mr. Hur then stated that he had found liquid inside the 91 fill sump, but that it was fuel, not water, <br />inside the sump at that time, and that he pumped the liquid out of the sump and placed it in the waste drum behind the <br />store. Monitoring equipment shall be maintained to be able to detect a leak at the earliest possible opportunity. The <br />sensor was relocated by the technician at the time of inspection. <br />This is a Class I violation. <br />Overall Inspection Comments: <br />Complete and submit a copy of the Return to Compliance Certification form to the EHD with a statement <br />documenting the corrective actions that have been or will be taken for each violation, and any supporting <br />paperwork, by January 28, 2017. <br />Please be aware that as of January 1, 2014, facility operators are required to upload the following UST program <br />documents into the California Environmental Reporting System (CERS): UST Monitoring Site Plan, UST <br />Certification of Financial Responsibility, UST Response Plan, UST Letter from Chief Financial Officer (if <br />applicable), and the Owner Statement of Designated Operator Compliance.
