Tenth St. <br /> Tracy, CA 95376 <br /> San Joaquin County Public Health Services Environmental Health Division (PHS/EHD) <br /> has reviewed the December 10, 1997 and March 31, 1998 Quarterly Monitoring Reports <br /> and the February 24, 1998 Additional Problem Assessment Investigation and Request for <br /> Site Closure Report prepared by Wright Environmental Services (WES), Inc., for the <br /> above referenced site. <br /> In the report WES proposes to conduct a limited excavation at this site to remove soil <br /> from the source area that contains petroleum residuals. The WES report indicates that <br /> this procedure would hasten ongoing biological degradation of soil and groundwater <br /> contaminants at the site. According to PHS/EHD inspector notes on December 5, 1994, <br /> soil contamination was observed at a depth of eight to nine feet below surface grade. <br /> Contamination was less evident at seventeen feet below surface grade. Sample analytical <br /> results for borings done that date (B-3 and B-2) were non detectable for hydrocarbons at <br /> ten feet below grade surface. PHS/EHD concurs with the conclusions and <br /> recommendations stated in the WES above mentioned report. <br /> Prepare and submit a detailed work plan for soil excavation and removal at this site as <br /> proposed in the-previous report. The work plan should include: <br /> 1) The plans for disposal of contaminated soil including destination and soil <br /> characterization. <br /> 2) The source and type of clean fill material to be placed in the excavation.. <br /> 3) The calculations for the mass of contaminants in the source area and the amount of <br /> soil to be removed. <br /> 4) A well survey of domestic, municipal, agricultural and other wells within a 2000 foot <br /> radius of the site. This includes reviewing records at the Department of Water <br /> Resources, PHS/EHD, City of Tracy, nearby industries and door to door <br /> investigation. Well construction details of the wells identified in the survey should <br /> also be included . <br /> A Division of San Joaquin County Health Care Services <br />
