This letter will also summarize a conference call
which occurred on January 31, 1997 with PHSIEHD staff, John Afonso and John Lynch of Wright
Environmental, and Larry McClean.
The investigation phase of the corrective action at this site is incomplete. In April of 1996, Wright
Environmental conducted an assessment of the downgradient portion of the plume using push
point technology. The purpose of the assessment was to determine downgradient monitoring
well locations. PHSIEHD requires a monitoring well at the downgradient plume boundary to
consider the plume boundary assessment complete
In the PHSIEHD correspondence dated August 12, 1996 you were directed to submit a feasibility
study and corrective action plan pursuant to Article 11 of the California Code of Regulations. The
feasibility study should evaluate natural attenuation and at least one active remedial technology
such as soil vapor extraction with air sparging or overexcavation with air sparging.
PHSIEHD recommends that you submit a workplan describing the installation of a downgradient
monitoring well and a methodology for obtaining data required to evaluate the economic and
technical feasibility of the passive and active remedial approaches you have chosen as applicable
to this site.
Please call Steven Sasson at(209)468-3459 if you need additional information.
Donna Heran, RENS, Director
Environmental Health Division
)JPA
Steven Sasson, Senior REHS Margagorio, RE
r a
Site Mitigation Unit Supervisor
CC.'
