G(UJIrl
H ALTH SERVI tSPUBLIC
SAN JOAQUIN COUNTY
ENVIRONMENTAL HEALTH DIVISION - r`
Karen Furst, M.D., M.P.H., Health Officer
304 East Weber Avenue, Third Floor • Stockton, CA 95202
209/468=3420
w
CRAIG OGATA MAY 1 ZOO
DIRECTOR OF FACILITIES 'MANAGEMENT
212 N SAN JOAQUIN STREET SUITE A
STOCKTON CA 95202
RE: San Joaquin County Owned'Sites Contaminated from Leaking Underground Storage
Tanks
On May 1, 2000, a meeting was held in the office of San Joaquin County Public Health Services,
Environmental Health Division (PHSIEHD)to discuss the investigations and remedial actions at
San Joaquin Count owned sites that are contaminated from unauthorized releases from
Y
underground storage tanks. Lori Duncan and I represented PHSIEHD. You, Kerry Wasson, and
Bob McMillen represented the County as the responsible party for the contaminated sites. The
following is a summary of the site discussions and PHSIEHD directives for the sites. The Airport
facility at 5000 S. Airport Way, Stockton, was not included in the discussions.
It was discussed that a limited amount of money has been allocated.by the County for the
investigaiton and remediation of these sites. It was also discussed that the State of California has
recognized that Methyl Tertiary Butyl Ether"(MTBE) is a risk to the environment and that in order
to evaluate site priorties the groundwater at each site must be investigated.
1810 E. HAZELTON, STOCKT0N
Soil and groundwater contamination of MTBE as well as petroleum hydrocarbon contaminants
has been confirmed at this site. Currently, this site is of highest priority. The vertical and lateral
extent of the contamination in the soil and groundwater must be defined. In addition, a survey to
locate all wells within 2000 radial feet of this site must be conducted. The Department of Water
Resources should be contacted to determine if they have information (well logs) indicating the
location and construction of wells within 2000 radial feet of this site. In addition, California Water
Service should be contacted to identify the location, construction, and operation of any wells
belonging to them within 2000 radial feet of this site. Any commercial or industrial sites (including
Diamond Walnut)that have wells should be contacted for information, as well as any nearby
residences that may have wells. A physical search of the area may be necessary to make this
determination. A work plan to continue the site investigation which includes the well survey must
be submitted by July 3, 2000.
145 S. SUTTER, STOCKTON (HUMAN SERVICES)
Quarterly sampling and monitoring of the groundwater at this site must continue. Analysis for
P 9
oxygenates has not been performed on the groundwater samples collected from the monitoring
wells at this site. Analysis for MTBE, Ethyl Tertiary Butyl Ether (ETBE), Tertiary Amyl Methyl '
Ether (TAME), Tertiary Butyl Alcohol (TBA), and Di-isopropyl ether(DIPE)using EPA Method
8260 must be performed on the groundwater samples collected from the monitoring wells for this
site for two quarters of sampling. If oxygenates are not detected, the analysis for them can be
discontinued. If oxygenates are detected, analysis for them must continue until otherwise
directed by PHSIEHD.
A Division of San Joaquin County Health Care Services
