(e) The owner or operator shall maintain training records on current personnel until closure of the facility and training records on former employees for at least three years from the date the employee last worked at the facility. Personnel training records may accompany personnel transferred within the same company. CORRECTIVE ACTION: Immediately train all employees who work with hazardous waste in compliance with the time frames and training materials required by this section. Provide training documentation to the San Joaquin County Environmental Health Department (EHD) within 30 days. The documentation must include a list of training topics, date of training, job title, name of employee, written job description (qualifications and duties), and employee signed (or certified) record that documents the training. This is a Class II violation. 303 CCR 66265.33 Failed to maintain all communication or alarm systems, spill control, or decontamination equipment. OBSERVATION: The following eyewashes were observed expired: -Eyewash SCE22 with an expiration date of 1/2020 -Eyewash SCE 13 with an expiration date of 6/2019 -Eyewash SCE 18 with an expiration date of 1/2020 -Eyewash SCE11 with an expiration date of 12/2018 REGULATION GUIDANCE: All facility communications or alarm systems, fire protection equipment, spill control equipment, and decontamination equipment, where required, shall be tested and maintained as necessary to assure its proper operation in time of emergency. CORRECTIVE ACTION: Bring the eyewashes into proper working order by repair, replacement or testing. Provide a corrective action statement to the San Joaquin County Environmental Health Department within 30 days. This is a Class II violation.
