Based on our review and <br /> discussions with staff of the San Joaquin County Public Health Services, <br /> Environmental Health Division (PHS/EHD) , the extent of contamination has not been <br /> adequately defined. Therefore, we request that The Southland Corporation <br /> (Southland) complete the investigation and remediation of this contamination <br /> incident without further delay. <br /> County and Regional Board staff have met with Southland several times since the <br /> tank leak was discovered in 1986, most recently on 11 May 1989, and 13 June 1989, <br /> to assist Southland in expediting the remediation efforts. In addition we have <br /> assisted in gaining site access. With the' issues of site access and potential <br /> off-site sources resolved, technical issues which have been neglected must now <br /> be addressed. We are very concerned that the extent of hydrocarbon contamination <br /> to the northeast of the site has not yet been adequately defined. <br /> To assure that the investigation and remediIation proceeds in a timely manner, we <br /> require that by 8 June 1990 Southland: <br /> 1 . Submit a work plan to install additional monitoring wells to define the <br /> extent of contamination to the northeast, to provide early detection of + <br /> z �°contaminants"which-may"be-mig rat ingiitoward-domestic -water supply' wells; <br /> and to establish the ground water gradient. <br /> 2. Submit a summary of all historical analytical data for benzene, toluene <br /> and xylene detected in the domestic water supply wells. This information <br /> should be presented in tabular° form,"and submitted to this office and to <br /> the PHS/EHD. <br /> 3. Continue implementing the remediation system in place to control movement <br /> of and remove dissolved contaminants from ground water, and by 2 July 1990 <br /> provide this office and PHS/EHD with a report of the remedial actions <br /> implemented. <br /> Regional Board authority for these requirements is found in California Water Code <br /> Section 13267 which states, in part: <br /> ii <br />
