The system was <br /> permitted by emergency and 90 day variances through the San Joaquin County Air <br /> Pollution Control District (SJCAPCD) during the processing of a complete air permit <br /> through the SJCAPCD. The Emergency Variance was granted in December 1989 and the <br /> Interim Variance was granted on January 14, 1989 following a hearing at the SJCAPCD. <br /> This work was performed as part of the VET proposal dated October 23, 1989 in <br /> accordance with Southland Corporation's Work Order#CAN-20680-7 dated October 25, <br /> 1989.The vapor extraction system was completely installed and began operation January <br /> 5, 1990.
