CHAPTER 13 . SIGN REGULATIONS <br /> SECTION 9-3600 . INTENT. It is the intent of this Chapter to <br /> provide regulations for the use of signs and other advertising <br /> structures within San Joaquin County. <br /> Source: Ordinance No. 3226. <br /> SECTION 9-3601. GENERAL PROVISIONS. Unless otherwise speci- <br /> fied in this Title, the following general regulations shall apply <br /> to all signs and advertising structures: <br /> (a) All signs and their components shall be kept in good <br /> repair, including repainting, cleaning, replacing of light <br /> fixtures, and other necessary maintenance; <br /> (b) Except for time and temperature components, signs may only <br /> be lit by steady, stationary, shielded light directed only <br /> at the sign, or by light inside the sign; <br /> (c) Signs consisting of any moving or rotating parts are <br /> prohibited; <br /> (d) Moveable or portable signs are prohibited; <br /> (e) No sign shall be designed to make sounds; <br /> (f) No sign shall obscure, imitate, or otherwise limit the <br /> effectiveness of official traffic control signs or <br /> devices; <br /> (g) No sign shall interfere with drivers ' or pedestrians ' <br /> views of public rights-of-way or in any other manner <br /> impair public safety; <br /> (h) No sign shall be attached to or painted on natural <br /> features such as trees, shrubs, or rocks; <br /> (i) No sign shall be posted in the public road right-of-way, <br /> except signs placed on the roadway by authorities of the <br /> Federal, State, or local government having jurisdiction to <br /> regulate, warn, or guide the motoring public or <br /> pedestrians. <br /> Source: Ordinance No. 3226, 3318 . <br /> SECTION 9-3602 . EXEMPT SIGNS. The following signs are exempt <br /> from the. requirements of this Title: <br /> (a) Signs, flags, emblems, or notices issued or endorsed by a <br /> constituted governmental body, public agency, court, <br /> person, or officer in performance of a public duty, <br /> including traffic or highway signs, railroad crossing <br /> signs, or similar regulatory or warning devices and legal <br /> notices; <br /> (b) Utility company signs identifying conduits, cables, <br /> danger, or similar notice; <br /> (c) Holiday displays and decorations not advertising a <br /> product, service, or entertainment; <br /> (d) Memorial tablets or signs and historic markers; <br /> (e) Crop identification signs, 4-H signs; <br /> (f) Signs located inside a building, courtyard, mall, or other <br /> similar structure, provided the signs are not <br /> conspicuously visible and readable from a public street or <br /> adjacent, separately owned properties. <br /> Source: Ordinance No. 3226 . <br /> 3 . 74 Rev. 11/ 4/91 <br />
