Development Committee -2- <br /> MS-96-8 <br /> GENERAL PLAN AND ZONING: <br /> The General Plan designation for the segment between State Route <br /> 4 and Escalon-Bellota Road is Commercial Rural Service (C/RS) . <br /> The segment between Escalon-Bellota Road and Little John' s Creek <br /> is designated as Rural Residential (R/R) . The zoning, however, <br /> for the segment between State Route 4 and Escalon-Bellota Road is <br /> shown as General Agriculture, 40-acre minimum parcel size (AG- <br /> 40) . In reviewing this issue with advanced planning staff, it <br /> has been determined that this will be corrected administratively <br /> and shown as Rural Service Commercial (C-RS) . The segment <br /> between Escalon-Bellota Road and Escalon-Bellota Creek is zoned <br /> Rural Residential (R-R) . The designated remainder parcel is <br /> General Agricultural A/G on the General Plan and zoned General <br /> Agriculture, 40-acre minimum parcel size (AG-40) . The abandoned <br /> railroad right-of-way is 100 feet wide. The minimum frontage <br /> width for a parcel and rural residential zone is 150 feet. The <br /> rural residential parcel is at a high skew with Escalon-Bellota <br /> Road and although not dimensioned, scales approximately 190± at <br /> the setback line. <br /> SERVICES: <br /> Parcels 1 and 2 are both less than two acres. Public water and <br /> terminal drainage will, therefore, be required at the time of <br /> development. Relative to water, there is a letter from the <br /> Farmington Water Company dated March 18, 1996 on file, that <br /> states the Farmington Water Company is able to and will furnish <br /> water to both parcels. Drainage, for the area of town situated <br /> in the southeast quadrant of State Route 4 and Escalon-Bellota <br /> Road, is provided by two catch basins in Elm Street. The <br /> drainage is collected and discharged along a ditch system within <br /> the abandoned railroad right-of-way to Little John' s Creek. <br /> Public Works will require a drainage easement on Parcel 2 . <br /> ACCESS/ROADS: <br /> Public Works has determined that Escalon-Bellota Road should not <br /> be lowered where it crosses the abandoned railroad right-of-way. <br /> This project does not justify the expense and lowering the road <br /> may affect the flood elevations. Caltrans has also reviewed this <br /> project and determined they have no requirements (Chris Sayre <br /> telephone communication on 5-7-96) . <br />
